New container rules could 'devastate' delivery times

Mr. William M. Gottlieb, President of FIATA (International Federation of Freight Forwarders Associations) shared his opinions on the U.S. Customs Container Security Initiative.

This new security regulation has had a major impact on the supply chain, as it needs to be complied with before ships leave port - otherwise the cargo will be delayed. The cost of having cargoes missing their vessels and being delivered a week, or 2 weeks, late to the consignee is devastating for the trader.

On the issue of 100% of cargo being screened, this still cannot be achieved in many airports as they don't have the facilities to screen that amount of cargo.  The government wants to be seen to be doing something great in terms of security considerations and want to improve security by having 100% screening.  However, it is uncertain what a reasonable level of scrutiny actually is, since these measures will only add to transportation charges, and may not provide any higher level of security.
